Mayor Mark Myers hopes to upgrade most of the infrastructure in an area roughly between Broadway Street to the north, Home Avenue to the south, Meridian Street to the east and Market Plaza to the west. The city should rebuild the streets, sidewalks, sewers and stormwater drains and pipes before launching efforts to lure new development, Myers said.
