Low interest rates reason for Franklin to refinance

Franklin is refinancing debt that was used to improve the city’s sewage plant and will save about $157,000 over the next nine years.

The city has about $5 million in debt for the sewer utility. Because interest rates are low, the city could save money by refinancing, bond attorney Dennis Otten said.
