A Franklin man was charged with multiple counts of theft after police received reports he told businesses he was selling televisions, in some cases to raise money for disabled veterans, and then never delivered the TVs.

James Bay, 54, who most recently lived in Franklin, was charged with seven counts of theft in Johnson County.

He recently was convicted of one count of corrupt business influence and eight counts of theft in Morgan County for crimes that occurred in November and December 2012. Bay also was convicted of theft in Shelby County in 2010. He has been investigated by the Franklin Police Department in at least nine cases going back to 2003. In each case, police were investigating reports that a man pocketed money he said was for televisions or donations to veterans.
