Man with road flare took victim’s phone

A Columbus man was arrested after a man told police that a person, armed with a road flare, took his cell phone from him, police said.

Ryan Travis Halligan, 28, 2450 Farmstead Drive, was arrested on charges of criminal conversion, possession of marijuana/hashish and possession of paraphernalia.

An Edinburgh Police Department officer was dispatched to the Circle K., at 201 N. Main St. at 6:59 a.m. Wednesday to a report of an armed robbery, according to a probable cause affidavit.

A man told police that Halligan had threatened him with an unlit road flare and taken his cell phone, the affidavit said.

The man told police he and Halligan had met early Wednesday morning at a Circle K., in Columbus, when the man gave Halligan a ride to Edinburgh. The men arrived and were sitting on a bench in town when the robbery occurred. The victim drove to the gas station and an attendant called police, according to the affidavit.

Police found Halligan in a home in Edinburgh and found the road flare and the victim’s cell phone. Police also saw a bong with a vegetative substance.

Halligan was arrested and taken to the Johnson County Jail, where he was held on $6,000 bond.
