Franklin man charged with child molesting

A Franklin man is accused of molesting a young girl for a year.

Tiburcio Serrano-Rodriguez is charged with three counts of child molesting and statutory rape. The charges include two Level 1 felonies, the highest level crime a person can be charged with besides murder, and a Level 4 felony. He could face up to 92 years in prison if convicted on all counts and ordered to serve consecutive sentences.

A 13-year-old girl reported that Serrano-Rodriguez molested her three times over the course of about a year.

The first time occurred between May and July 2018, when he forced her to have sex, according to a probable cause affidavit filed March 24 in Johnson County Circuit Court.

The second time occurred between July 2018 and March 2019, when he touched her inappropriately, according to court documents.

The third and final time occurred between March and June 2019, when he forced her to have sex again, court documents said.

The victim reported the abuse to a school employee in January.

Serrano-Rodriguez was arrested Jan. 22 on an unrelated warrant and taken to the Johnson County jail. He refused to talk with Franklin police officers about the alleged sex crimes at the jail. He was eventually released.

The court found probable cause on March 25, and issued another warrant March 26, according to online court records.

Officers arrested him on that warrant Saturday. He was taken to the jail where he is held on $86,600 bond.
