Greenwood council nixes proposed annexation for rentals

Greenwood city officials shot down a proposed annexation that would have brought more than 200 rental homes to Greenwood.

The Greenwood City Council on Monday voted against annexing 32 acres of land into the city for the development of a 213-unit rental community. The ordinance failed on first reading by a vote of 3-6.

Council members Ron Bates, Mike Campbell, J. David Hopper, Dave Lekse, Bradley Pendleton and Mike Williams voted no.

Dorob Holdings, an Ohio-based developer, had asked the City of Greenwood to annex 32.93 acres of farmland between 688 and 952 N. Combs Road, a few miles south of County Line Road, for the single-family homes and townhomes complex.

The community would have included all rental units built by Pride One, an Ohio-based company. It would have consisted of 117 attached ranch-style single-family houses, and 33 townhomes, all with garages.

The consensus among the council members who voted against the annexation was that there were not enough details presented about the proposed development, including the quality of the units, Campbell said. There were also concerns about all of the units being rentals.

"There were some concerns about the development itself and the look of the buildings. There were maybe some concerns about the developer," Campbell said.

There was also a concern about the impact the new housing development would have on the Clark-Pleasant Community Schools, said Bob Dine, who voted in favor of the project.

Pendleton said he was particularly concerned about the plans because the developer provided few details about the buildings and no plat maps in its annexation request.

"The rental property kind of makes it uneasy. But there was also no presentation on elevation, and we had no idea what it was going to look like," Pendleton said.
