Greenwood could annex nearly 250 acres east of I-65

An annexation of more than 294 acres of agricultural land is under consideration in Clark Township, just outside Greenwood city limits.

The Greenwood City Council and Advisory Plan Commission are considering a request from Pulte Homes of Indiana to annex land located south of County Line Road and east of Five Points Road. The 249.9-acre parcel is located east of city limits and would be brought in under agricultural zoning.

If the land is annexed, it would become part of City Council District 3, and would cause a re-alignment of the district. Homes on the land would be served by Clark-Pleasant Community School and the Johnson County Public Library, according to city documents.

Part of the annexation area is currently served by Needham Community Volunteer Fire Department, with Greenwood Fire Department serving a parcel west of Five Points Road. Once annexed, Greenwood would serve the whole area, city documents say.

The annexation request was introduced at the city council meeting on Wednesday and a public hearing was held, but no one spoke.

No specific details about the project were submitted with the annexation request and Pulte Homes didn’t send a representative to speak about the project to the meeting.

This annexation appears to be connected to a previous annexation request by Pulte Homes last year. In November, the developer came to the city to request an annexation of more than 300 acres of land east of Interstate 65. However, as the annexation made its way through the city council, the number of acres was lowered to 104.3 after one of the landowners withdrew from the process. Rather than making parts of the annexation involuntary, the developer decided to shrink the request. The annexation was approved by the city council in November.

At that time, Tim Oak, an attorney representing Pulte Homes, said the ultimate plan was to annex the rest of a property known as the Francesann Property to develop an age-restricted community in the future. This property is included on the latest annexation request, according to city documents.

The city council didn’t take action on the annexation Wednesday, as the council needs a recommendation from the city’s plan commission. Due to the timeline, it was introduced to the city council before the plan commission held a hearing, said Gabe Nelson, planning director.

The plan commission will hold a public hearing and likely make a recommendation on Monday at 7 p.m. at the Greenwood City Center, 300 S. Madison Avenue.
