Franklin man facing voyeurism charge

A Franklin man has been charged with voyeurism after prosecutors say he placed a camera in a bathroom shared by a woman and her teenage child.

Clinton J. Arthur, 29, was charged Wednesday with voyeurism, a Level 6 felony. He was arrested by Greenwood police on Saturday.

Franklin police first began investigating Arthur in April, after a woman came to the Franklin Police Department to report a voyeurism incident. The woman told police that her 15-year-old child had found a miniature camera in a shared bathroom and that she believed it was placed there by Arthur, according to a probable cause affidavit filed in Johnson County Circuit Court.

The woman told police she found the camera on a hanging shoe organizer on the bathroom door by her blow dryer and curling iron. She then handed the officer the camera, which was black, rectangular and approximately three inches long, according to the affidavit.

Once the child told the woman about the device, she immediately grabbed it and confronted Arthur, who lived in the home at the time. He attempted to grab the camera, but she held on to it, the affidavit says.

The woman then removed the SD card from the camera and inserted it into a computer to begin watching the videos with Arthur, who said there were no nude images of her or the child. He then said the videos were recorded from the neck up, the affidavit says.

After they watched the recordings, Arthur grabbed the SD card and burned it, destroying all evidence, police say. The woman told police Arthur claimed the reason the camera was in the bathroom was to record himself masturbating, according to the affidavit.

The woman told police that Arthur has since moved out of the home and that she has not had further contact with him, the affidavit says.

Police tried to contact Arthur but he did not respond to their attempts, the affidavit says.

A warrant for Arthur’s arrest was issued on Friday, and he was booked into the Johnson County jail Saturday. His bond was set at $300, which he paid and was released the same day.
