Franklin Police drug investigation nets three, ends in Greenwood pursuit

A police pursuit in Greenwood Tuesday afternoon stemmed from a Franklin Police drug investigation. Police arrested three Indianapolis residents on multiple drug dealing charges and recovered a large quantity of drugs.

Jahzanda M. Williams, 43, was preliminarily charged with three counts of drug dealing, two counts of resisting law enforcement and one count of criminal recklessness.

Sharyca M. Flanagan, 34, was preliminarily charged with three counts of drug dealing and one count of drug possession.

Twyman D. Williams, 43, was preliminarily charged with one count of drug dealing.

At around 12:25 p.m., Franklin investigators were conducting a drug investigation that began in Franklin. They located and attempted to stop a black Chrysler 200 driven by Jahzanda Williams on U.S. 31, according to a Franklin police report.

Jahzanda Williams drove north on U.S. 31 and the Franklin detectives requested assistance from Greenwood Police Department. At around 12:30 p.m., Greenwood officers attempted a traffic stop near U.S. 31 and Main Street in Greenwood but the driver refused to stop, the report says.

The vehicle continued north and cut across U.S. 31 into the southbound lanes, sideswiped another vehicle, then crashed into the median in an attempt to return to the northbound lanes.

Jahzanda Williams exited the vehicle and ran on foot and was chased down and apprehended with a bite from a Greenwood K-9, the report says. Twyman Williams and Flanagan were also in the vehicle, but they did not run from police.

The vehicle had both front wheels facing outward and was not operable following the crash. Inside the car, investigators could see money and narcotics and could smell the odor of marijuana while standing outside it. A search warrant was obtained and investigators searched the Chrysler 200.

Police found several different drugs, money and a Smith and Wesson .40 caliber handgun, which was reported stolen out of Marion County, the report says. Among the drugs, was a baggie containing nearly one pound of methamphetamine, five baggies of cocaine weighing 56 grams and a baggie of fentanyl weighing 55 grams.

A purse that is believed to belong to Flanagan contained a pill bottle with 28 unknown pills, 1.7 grams of heroin, 4.2 grams of fentanyl and 5.4 grams of an orange pill. Police also found marijuana in Flanagan’s possession.

Jahzanda Williams was taken to Community Hospital South to be treated for the dog bite before he was booked. The three are being held at the Johnson County jail on a 72-hour hold and charges have not been formalized.

Twyman Williams was additionally arrested on Marion County warrants including a 2023 incident involving armed kidnapping and a 2021 incident involving dealing narcotics, court records show.
