Indy man facing sexual misconduct with minor charge

An Indianapolis man has been criminally charged after prosecutors say he forced a child to perform a sexual act.

Cecil W. Milligan Jr., 22, is charged with sexual misconduct with a minor, a Level 4 felony.

Earlier this year, Greenwood police interviewed a minor who said Milligan had forced them to perform a sexual act on him. The minor and Milligan had known each other for several years as they went to the same Whiteland-area church, according to a probable cause affidavit filed on April 4 in Johnson County Superior Court 3.

Milligan allegedly complimented the minor in “weird ways,” and sent them photographs of him shirtless. Eventually, he reportedly asked the minor for sexual photos and flirted with them. The minor sent the photos to Milligan, who was reportedly aware that they were under the age of 18, the affidavit says.

Milligan also took the minor on two trips. During one trip, Milligan forced the minor to touch his genitals, and forced them to perform a sexual act, prosecutors say.

When detectives spoke with Milligan, he claimed the minor initiated all of the alleged actions.

Following the incident, he was asked not to return to the church by congregation leadership, the affidavit says.

He knew what happened was a crime, the affidavit says.

Milligan was booked into the Johnson County jail on a warrant Monday. His bond is set at $6,600.

An initial hearing is set for April 17.
