15 arrested so far in ongoing Johnson County drug roundup

Johnson County law enforcement agencies are reaping the results of a nine-month drug investigation.

On Wednesday, the Johnson County Sheriff’s Office, Greenwood Police and Franklin Police worked together to serve 32 warrants for drug-related crimes in Johnson and surrounding counties. With help from the Johnson County SWAT Team, Marion County Sheriff’s Office, Edinburgh Police and the U.S. Marshals Service, local officers had made 15 arrests by late Wednesday evening, said Duane Burgess, Johnson County sheriff.

So far, there have been three women and nine men arrested, including seven people each from Franklin and Indianapolis, along with one Greenwood resident. Those arrested also range widely in age from 20 to 46.

The individuals were arrested on a wide array of drug dealing charges including narcotics, marijuana, methamphetamine, hash oil and counterfeit substances. Other charges include aiding in dealing, maintaining a common nuisance and conversion.

The investigation is part of local law enforcement’s ongoing effort to combat drug sales. Burgess, Franklin Police Chief Kirby Cochran, Greenwood Police Chief James Ison have routinely collaborated over the years to pool their resources for these investigations to get drugs off the streets all over the county, Burgess said.

Undercover narcotics detectives, along with a deputy prosecutor, spent countless hours working behind the scenes to build these narcotics cases. Burgess said Johnson County Prosecutor Lance Hamner and his team are a big part of their success.

“I would like to commend the narcotics detectives from each of those agencies who work every day to combat this issue. Many hours go into these types of investigations. I applaud the men and women who work these cases,” Burgess said in a statement on the roundup. “The working relationship between the three agencies and its personnel shows positive results. We are very fortunate in Johnson County that all agencies work well together day in and day out.”

Detectives will continue to make additional arrests this week from this current active warrant sweep, Burgess said.

He also noted that all charging information is subject to change and some drug cases in the group will require additional investigating. All people who are arrested should be presumed innocent until proven guilty in a court of law.

The following people were arrested in the drug roundup:

Justin R. Collins, 40, of Indianapolis; dealing methamphetamine as Level 3 Felony, dealing a counterfeit substance as Level 5 Felony.

Douglas R. Cunneen, 36, of Indianapolis; two counts of dealing narcotics as Level 4 Felony, one count dealing marijuana as misdemeanor.

William I. Eldridge, 24, of Indianapolis; dealing narcotics as Level 4 Felony, two misdemeanor counts of dealing marijuana.

Keyshia M. Flynn, 28 of Franklin; two counts of dealing methamphetamine as Level 3 Felony, maintaining a common nuisance as Level 5 Felony.

Christina J. Gilvin, 45, of Franklin; dealing methamphetamine as Level 3 Felony.

Federico Godinez Jr., 27, of Indianapolis; dealing methamphetamine as Level 4 Felony, dealing methamphetamine as Level 5 Felony, misdemeanor charges of dealing marijuana and dealing hash oil.

Juwuan C. Green, 26, of Indianapolis; aiding in dealing narcotics as Level 3 Felony, dealing narcotics as Level 4 Felony.

Apollo J. Huber, 23, of Greenwood; dealing narcotics as Level 2 Felony, dealing narcotics as Level 4 Felony.

Ootsa Marn, 22, of Indianapolis; two counts dealing narcotics as Level 3 Felony, dealing narcotics as Level 4 Felony.

Kristi J. Moistner, 46 of Franklin; dealing a schedule IV substance, dealing a schedule I, II, or III Substance.

Dylan L. Ridener, 20, of Indianapolis; aiding in dealing narcotics as Level 3 Felony.

Collis D. Sivels, 30, of Franklin; dealing methamphetamine as Level 4 Felony.

Colby W. Smith, 22, of Franklin; conversion as A Misdemeanor.

Dalton B. Whetstine, 24, of Franklin; dealing methamphetamine as Level 4 Felony, dealing marijuana as misdemeanor.

Carl P. Woolwine II, 38, of Franklin; dealing methamphetamine as Level 5 Felony.
