Franklin man arrested, charged after using police power to intimidate relative

A Franklin man faces felony charges after he allegedly used his power as a police officer to intimidate a relative.

The Marion County Prosecutor’s Office on Monday issued an arrest warrant for Timothy Hayes Jr., who has been charged with criminal confinement and neglect of a dependent, both Level 6 felonies. Hayes Jr. turned himself in Tuesday morning at the Marion County jail, according to an Indiana State Police news release.

Hayes Jr. used his power as a reserve police officer with the Southport Police Department to scare the relative in January. Hayes Jr. left the teen handcuffed and alone for more than 30 minutes in a holding area at the Southport Police Department, then drove him to the Adult Processing Center at the Marion County jail, still handcuffed, but neither Hayes Jr. nor the relative got out of the car, the news release said.

After learning of the incident, which involved a Franklin Community High School student, a staff member reported it to the Department of Child Services, which launched an investigation, according to the news release.

Southport Police Chief Tom Vaughn placed Hayes Jr., of 1802 Younce St., on administrative leave while department officials conduct an internal investigation, the news release said.
